Default Sight removal old style Blackhawk

It looks like the front sight is soldered to the barrel. Can the blade be tapped out and replaced with a fire sight?

I'm late on this but, Ruger sights are notoriously poorly designed. Unlike S&W, Ruger chose to not enable owners to change out either their rear or front sight(height or depth). I own a RSR that I'd like to have the barrel shortened but, would require an entire new higher front sight(adding to my costs). I guess Ruger hasn't figured out sight regulations yet?
