I call horse hockey. I was at a shop yesterday and they had one of the new Uberti SAA in 22LR as well as a Schofield in 45 Colt.
Her shop may not be set up with the local Uberti rep. She may want to try another shop.

Single-action Revolvers, capable of holding 5 or more rounds, with 3” minimum barrel length and 7.5” minimum overall length when assembled.

Single-shot Pistols, with 6” minimum barrel length, and a minimum overall length of 10.5” when assembled.

Only these are exempt from the Calif. list, but most SA revolvers meet the 3 standards 3" bbl, 7.5" overall, at least 5 rounds.

Get 'em while you can because Calif. is soon (in 2 years) electing a hard line anti-gunner Governor. Brown has vetoed some anti gun laws, the new Governor (Newsome) will not veto any horrible anti gun laws.

Just for the record, Staring Jan 1, 2017, nobody can buy ammo in California of any kind without going through some red tape. For instance online ammo is just about impossible. So many living in California are stocking up. Or starting to get into reloading, because reloading components not under the new law.

Have you found anything that confirms reloading components are exempt?

I haven't found anything that makes me feel sure.

Actually, the way I read it; it begins January 1, 2018. Local dealers have been calling DOJ and asking for direction and have been told they don't know how it's going to work, yet. It will take a year to figure out the details. Most Kali residents are either going to go to Nevada or Oregon and get their ammo. The agriculture check stations at the borders are going to soon be asking " do you have any apples, oranges or ammo to declare?"
