Dear Guys,

   I have an old beat-up side by side, practically worthless, damascus barrels, that definitely should never be fired again.  It is being retired to a permanent wall-hanger status.

  In doing this, I want to de-mill it, in accordance with ATF regulations.  Can anyone point me to, or quote, or give me the citation for the regulation that defines what de-milling is for a side by side?

  Is it as easy as putting a steel plug down each barrel, and spot welding them in place?

If you can get it apart, take the firing pin springs out.

That's the way I would do it, just by pulling the firing pins or springs, it can still be put back together and fire. Don't think you'd be able to get those plugs out with a weld inside the chamber.

First let me say that I do not know the actual ATF regs for a "De-Mill".
Note: to the best of my knowledge  a "de-mill" involves cutting the reciver at least twice, usually done with a cutting torch.
I believe you are looking at a DEWAT "De-Activated War Trohpy". (yes I know its not really, but)
Having made a couple of "DEWAT" 1911A1 clones for holster makers, I can say that just welding plugs in the chambers would not be enough. 
The idea behind the DEWAT is that it should be "impossible" to return it to a functioning weapon.
We welded barrel, pins, mag catch, mainspring housing, ect. in place. You would have to have cut it to get it apart.
Hope this helps.

PS I personally would not do this, I would make it non-functional, retaining the removed parts, and the option of rebuilding later   Smiley

Spot weld the firing pin holes from the front, dress the weld bead off flush with a file (or not), remount the barrels and hang it up in confidence.

Dear Guys,

  Thanks for the replies.  Stupid me, for some reason I thought that there were federal regulations which defined how to de-mill any modern firearm.  But, the only thing I have found is the reference to cutting the receiver into pieces.

  Yes, I realize that if I spot weld a steel plug into each barrel, then they would be almost impossible to remove, and the piece could not be resurrected.  But, that is my specific goal.

    This piece doesn't have percussion nipples, but instead has external firing pin links, struck by external hammers. So, I would probably disable those links as well.

   In my opinion, at some point in its late life, a totally worn out wallhanger piece should be totally disabled, to prevent some curious little twerp pre-teen boy from taking it down from the mantle and dropping a modern shell in it 30 years from now to see if it will go bang in the back yard.  (He may even be my great great grandson!)

Just buy the aluminium snap caps, aout $10-12 Bucks and use some lock tite in the chambers
Depending on what color it will take a lot to get them out.
Just a fast and easy way.  Then break off the extractor rod.  Or don't.  it will not allow it to open all the way to get them out.

If it isn't in too bad of shape, you could shoot black powder rounds out of it . I wouldn't do anything to it i couldn't fix later
