I have a Handi rifle in 30/06 , no sights but has a picatinny type rail for a scope. Where and what kind of front sight can I get , and can I get a peep sight that attaches to the scope mount rail?

Boarhuntr, you have a couple choices. You can go with a band mounted front sight, ramp mounted from sight or have a smith tap one in for you. If you buy a Ruger #1 style band front sight they are expensive, but let you change out the sight to different styles, as per this custom NECG one:

Just be sure to pick one sized to match close to your barrel diameter. These are actually designed to be stretched into position then soldered, but you can also use 5min epoxy.
You can similarly solder or epoxy on a std. ramp, albeit no where near as strong:

Then you can use whatever inserts will match your dovetail.
The most finished way to do the front sight would be to pay a smith like 40 dollars and drill and tap your barrel for a Front sight. If you get a taller one you can file it down to match height perfectly once you center the sight. ;)

NEGC makes one for Weaver bases which the Handi uses, not inexpensive tho at $85.

Thank you both for your suggestion. I think I will stick w/ a Skinner rear sight which I hope will screw into the top of the receiver after I take the scope rail off. The suggestion of getting a smith to tap n drill to install a front sight sounds good to me.
