Why don't they just inject a 20cc air bubble into the vein. There would be one convulsion and that's it. Air is free, bullets or a hangman's time cost money and we have probably spent too much money housing them until execution.
Unfortunately, a air bubble is fast and if you want these animals to suffer you need to find another, slower way.

the only resistance to electricity is in the skin,stick a needle on each side of the heart get a 9 volt battery and a couple alligator clip test leads and complete the circuit.
Stray voltages and currents are a big deal in an operating room for this reason.
