Default Need help with southern slang

Is "Congratulations" southern slang for "bless your heart"? I hope not. I use "Congratulations" a lot and it I always mean it to be a sincere expression of congratulations for someone who has accomplished something good for themselves. The possibility of congratulations as a faux pas just came to my attention and I need an authoritative reading on it.

Congratulations is a salutation of high value and esteem.

That term is used for short bus people. We say it alot to our friends from up north.
