Default Winchester 1300 ranger

My daughter has a 1300 ranger in 20 gauge for turkey hunting. She would like to put a red dot on it. The receiver is not drilled and tapped and the saddle mounts are not the best since there is only one pin to hold them in place. So will a gunsmith drill and tap and alloy frame on this gun for rail ?

Can't answer the question directly, but if the gun has a vent rib, i have seen (but not used) clamp on sections of weaver/piccatinny rail that fit on the rib. I have used a saddle as well, but on a rem 870 with two bolts holding it instead of 1. Wasn't a fan of how high it was over the bore though.

Gun Cabinet

Take it to a gunsmith and he can tell you himself. There should be enough meat on the receiver for that, if not on the barrel chamber.
