Does loaded ammo require HazMat fee?
Loaded ammo does not require a hazmat fee, it can be shipped at standard rates with the appropriate labeling.
 
If your 1911 won't reliably chamber cast bullets, your 1911 has a problem. It was literally designed around 230gr lead round nose bullets. You should be able to tweak the COL to get even a flat-nose cast bullet to chamber reliably (note I'm not talking about a semi-wadcutter profile). If not, have a gunsmith spend some time on the gun and get it working right. Now, as others have said, you really want that heavy-for-caliber, non-expanding bullet to get deep penetration. 18" in ballistics gelatin doesn't excite me when literally loading for bear. Those fancy bullet profiles are IMO gimmicky, and at best are designed for humans not bear.
