with the year 98 indicated could this be military brass? You can tell by looking at the base around the primer hole. It will have a line around it (crimp). It is my undestanding that this is to keep the primer from backing out when the ammo is used on a full auto weapon.
If this is the case you can get a crimp remover, some work in the press and re-swage the primer pocket. Others work like a chamfering tool and cuts it out. The later is easier to use.
