I read that H110 and 296 powder
are the same, anyone know for sure?

I don't think this is the case. IIRC, H110 is very round ball powder and 296 is flatened little blobs. The burn rates are pretty close though.

I've been told/heard this before as well. My only question is, if it's the same powder(interchangeable) why are there two(2) distinct seperate load ranges for the same bullet weight/caliber between H110 and 296?

I've seen this in my Hornady manual also. I think you'd get the same difference between two different lots of either 110 or 296 in my opinion. They are so close.
