I understand that speed is the primary component of a CAS score, but I'm guessing that you get penalized for not hitting the targets. Can somebody tell me how scoring is done?

In case you can't tell from my ignorant question, I'm just learning about the whole cowboy shootin' thang.

Here's the place to look. Not all CAS is SASS but mostly it's all the same. To answer in brief, a miss is 5 seconds and a procedural (like shooting guns out of order or hitting the wrong targets) is 10. It is about speed but it's not quick draw, it's aimed fire. Some guys are fast enough that you'd never know it.
